Kulim Hi-Tech Park in Kedah is opening a new industrial zone, and the fibre running under it will belong to CelcomDigi for the next 15 years. The telco and park developer Kulim Technology Park Corporation (KTPC) signed the agreement on 2 November 2026. It covers Industrial Zone Phase 4A, the next stretch of Malaysia's oldest high-tech park, where chip and electronics makers are the main tenants.
Quick facts
- A 15-year agreement for CelcomDigi to provide fibre connectivity at Kulim Hi-Tech Park's Industrial Zone Phase 4A.
- CelcomDigi will manage the zone's fibre duct infrastructure and sell enterprise links to incoming tenants.
- The park has drawn RM189.4 billion in cumulative investment and employs 48,813 people as of Q2 2026, according to KHTP.
- No contract value was disclosed.

What CelcomDigi gets in Phase 4A
Under the deal, CelcomDigi manages the fibre ducts in the new zone and offers incoming factories its enterprise menu: Dedicated Internet Access, Private Leased Lines, IPVPN, Managed Dense Wavelength Division Multiplexing (DWDM) and Managed Fibre. In plain terms, a manufacturer moving into Phase 4A can buy its internet line, private links between sites and high-capacity fibre from the operator that already owns the pipes outside its door.

That matters because modern fabs and assembly lines run on data: automated equipment, cloud systems and links back to headquarters overseas. Owning the ducts gives CelcomDigi a head start with every tenant that arrives in the zone over the next decade and a half.
How big Kulim Hi-Tech Park is
Opened in 1996 as Malaysia's first high-tech industrial park, Kulim Hi-Tech Park has drawn RM189.4 billion in cumulative investment and had a workforce of 48,813 as of the second quarter of 2026, according to the park. Kedah has been pulling in other manufacturing too, including JAC's Kedah plant for locally built PHEV and EV pickups.

KTPC Group CEO Dato' Mohd Sahil Zabidi said the partnership will "help ensure that IZP 4A is equipped with the fibre infrastructure needed by incoming manufacturers". CelcomDigi Chief Enterprise Business Officer T Kugan said the company sees its role as "supporting the digital foundations that businesses and industries need to grow".
Why it matters beyond Kulim
Both companies tie the deal to the Northern Corridor Economic Region, which covers Perlis, Kedah, Penang and Perak and is home to much of Malaysia's semiconductor supply chain. For CelcomDigi, the country's largest mobile operator with more than 20.3 million users, it is another push into enterprise fibre after products such as its Fibre-to-the-Room home Wi-Fi with HUAWEI, alongside community work like its AI hackathon for 9,000 students.
Neither side disclosed what the 15-year contract is worth or when the first Phase 4A tenants are expected to connect.
