Shopee and KUSKOP Put Malaysian Shops on Instant Mart, 1 to 4-Hour Delivery

Shopee Malaysia has partnered with the Ministry of Entrepreneur and Cooperatives Development (KUSKOP) to bring local retailers and cooperatives onto Shopee Instant Mart, its quick-delivery service. The deal was announced on Sunday, 1 November, at the Hari Penjaja dan Peniaga Kecil (HPPK) 2026 event at Stadium Kajang.

The idea is simple. A shop sells the stock already on its shelves to online customers, and Shopee's delivery riders bring eligible orders to the buyer within one to four hours. It is not a new warehouse or a new brand, just a second till for the corner shop.

How the partnership splits the work

KUSKOP handles the ground work: it identifies eligible small businesses and cooperatives, helps them sign up and guides them through it. Shopee brings the app, the customers and its rider network. The retailer prepares each order, and a delivery partner collects it.

"Digitalisation should help local retailers and cooperatives build on the strengths of their physical stores," said Steven Sim Chee Keong, Minister of Entrepreneur and Cooperatives Development. "This gives them another way to serve their communities and remain competitive as shopping habits evolve."

Opal Wu, Director of Revenue and New Business at Shopee Malaysia, framed it as a matter of keeping up with buyers: "As more customers turn to online shopping for its convenience, local businesses must be able to adapt, to continue being a part of their shopping routines."

Why speed is the selling point

Shopee has been leaning hard on delivery speed this year. During its 9.9 sale, the company said more than 60% of Malaysian orders were shipped within 24 hours, which we covered in our look at Shopee's 9.9 numbers. Instant Mart pushes that further, from within a day to within hours, and it does it with stock that is already sitting a few kilometres from the buyer.

For a neighbourhood shop, the draw is reach without new inventory. For shoppers, it is the chance to get groceries or pharmacy items from a nearby store without making the trip, though how many shops sign up, and which areas the riders cover, will decide how useful it is.

Who can join

Shopee Instant Mart launched earlier this year and remains open to physical stores and retail outlets that meet basic programme requirements, such as product weight and size limits. Shopee's seller guide explains how to get started on Instant Mart.

The announcement lands in the middle of Shopee's busiest month. Its 11.11 Big Sale runs until 12 November, with VIP early access from 8 November.
